Abstract

Social vulnerability is a key indicator for risk governance. Its analytical relevance at the municipal level stems from the practical need to inform decisions regarding risk prevention, reduction, mitigation, and adaptation, as well as from the need to consolidate indicators of individual and community resilience and coping capacity. The development of methodologies for analysing and assessing social vulnerability enables alignment with the currently implemented measure known as the Social Radar through the identification and analysis of issues related to poverty and social exclusion that distinctly shape vulnerability. The various outputs resulting from this project will facilitate territorial capacity-building through the evaluation of differentiated and holistic responses, as well as resource optimization and greater sustainability and effectiveness of the response.
