Roberto Santos


Biography

PhD candidate in the Democracy in the Twenty-First Century program at the Faculty of Economics (FEUC) and the Centre for Social Studies (CES) of the University of Coimbra. A researcher and specialist in organized crime, public safety, and firearms control policies, he has over two decades of experience bridging law enforcement, public policy design, and academic research. He holds a Bachelor's degree in Law from UERJ, a Master's degree in Political Sociology from UENF, and postgraduate degrees in Public Safety Management (UFF), Criminal Law and Criminology (PUCRS), and Organized Crime (ANP/PF). Throughout his career, he served in the Civil Police of Rio de Janeiro and the Federal Police, where he worked directly on firearms regulation. He was a member of President Lula da Silva's presidential transition team, focusing on the analysis of arms control policies, and currently serves on the board of the Brazilian Public Safety Forum (FBSP). He is the author of the book "Armas para quem? A busca por armas de fogo" and regularly publishes in scientific journals and national and international opinion outlets. He also collaborates with the Sou da Paz Institute and the Parliamentary Front for Arms Control in the Brazilian National Congress.
